Until the main dev can have a look, delete line 76 of the file /usr/local/bin/wallpaper.py
This will temporarily fix the issue. You can also wait until the official fix comes.

What error message do you get when opening the app (wallpaper.py) in a terminal?

It happens when using a desktop icon manager/handdler (example rox-icewm)
Line 76 in wallpaper.py deletes the thing before the – symbol, leaving only
var.DESKTOP_CODE=icewm
The program then changes the wallpaper for the icewm option instead of the rox-icewm option (at least that is my experience).

Oops I was testing on the wrong test system…

Once I was working on the right system and did the upgrade the wallpaper program worked.
