      Why comment it out instead of changing it to “yes”

      Compare this quoted sentence to same in your earlier post.
      In the quoted copy, the quotation marks are preserved.
      Possibly the meaning would remain exactly the same if the quotation marks had been discarded.

      Now consider the 2 configuration lines within the snipped quoted in your earlier post.
      The value for ONE of them bears encasing quotation marks, vs not so in the other line.

      Outcommenting a line serves to preserve that detail
      ~~ whether or not quotation marks were present in the known-good,
      working version (or the default, as shipped , version) of the configuration file.
