Is there a way to set the forum date and time that is presented to me in threads and posts that are made on the site? I may have missed the settings so I would appreciate any help if I can accomplish this. Thanks!

Regarding setting forum time and date to your location:
only if you hack your way to root access on the server
and change the timeserver settings.
That would not be appreciated for sure.
It is internet standard to show time and date at server location.
Where is the server located,
easy to find out in a minute or so.
Just use freely available info and tools.
