Hello Friends!
Suppose I have two mp3 files. One file is louder than the other, that is it has a higher volume.
What software do I use to make them both have the same loudness? I know there’s a program for that but I’m not sure which one.
Additionally, after I have done it, and I have another song to add to the list, do I adjust the volume on this one song only or do I need to include the previous two files to ensure all three songs have the same loudness?

Software choice depends whether you want a player which is capable of applying normalization during playback, or an editing sofware which can batch edit your audio files. ::mpd has these setting to help with normalization. Maybe your player has settings for normalization too..
