Hello Friends
I’m currently running antiX 17.4.1
First of all, should I wait a few months before upgrading to 19 as there may still be bugs to fix?
If it’s safe to upgrade now, how do I upgrade via terminal so that I won’t have to create a live USB of antiX 19 and install via the USB?

Instead of relying on opinionated replies in response to “if it’s safe”, you should browse the forum to check out what bugs have been reported-n-fixed. In the process, you will probably pick up some valuable tips (some changes are surprising “features” due to the newer debian10 base, rather than “bugs”. For example, IceWM is a newer version and has some new//different features…)
