You must have previously installed some program that dragged in packages from the MX repo.
For example, installing gimp latest using the package-installer brings gimp from the MX repo (or test repo) (which would have also brought a newer libpng16-16).
See all packages that depend on libpng16-16 installed on your system
        apt rdepends libpng16-16 --installed

You could force the installation of the libpng16-16 package from Debian on antiX 19
        sudo apt install libpng16-16=1.6.36-6

          sudo apt install libpng16-16=1.6.36-6
          Success.
          Thank you, Xecure.

          apt rdepends libpng16-16 --installed
I have a hundred packages listed, rather voluminous task to determine which of them…
Will see if something breaks later on…

Yes. I just checked and the list is too long.

You could try to see what packages you have that are newer than any available in the repos for clues.
apt list --installed | grep "\/now"

If this is of any interest to anybody, by intersecting
apt list --installed | grep "\/now"
              and
              apt rdepends libpng16-16 --installed
              I got these 4:
              gimp jgmenu libgegl-0.4-0 libgmic1

              each of these 4 depends on libpng16-16 (>= 1.6.2-1)

              1.6.36-6 is newer than
              1.6.2-1, isn’t it?
I may had installed-and-uninstalled something that drew 1.6.37-2~mx19+1 in, or how did I get it?
Just curious, not a burning issue.

At least, nothing seems to be going to break.
              Xecure, thanks again

You have found it. It was gimp. I checked the package-installer and “Latest GIMP Full” brings the gimp package from the MX testing repos, where we can also find the offending libpng1.6 version.
I think I will create a change and request a merge for all programs that are retrieved from the testing repo.

Thanks to this topic we found an bug generating option in packageinstaller-pkglist. Thanks for reporting it.
