Its header (in my installation) states that it should be used by login shells and BASH, the latter unless ‘~/.bash_profile’ exists.
I guess it should be.
This is a “configurable choice”, as are the specific entries in any of the various shell configuration files. Many distributions do include initial settings for their configuration files. This is not a standard, it is the convention of the distribution. Some distributions pre-configure just about everything, but that doesn’t mean it is the default. The truth is that such activity simply discourages individuals from experimenting and custom configuring their systems. Our distribution is almost the opposite; only a few things are pre-configured, and these may also be changed.

“Emacs does set exec-path from the value of PATH on startup, but will not look at it again later. But if you run a command, it will inherit PATH, not exec-path, so subprocesses can find different commands than Emacs does.”

The value of environment variable “PATH” is used by emacs when you are running a shell in emacs, similar to when you are using a shell in a terminal.
The exec-path is used by emacs itself to find programs it needs for its features, such as spell checking, file compression, compiling, grep, diff, etc
The linked emacswiki page gives a solution for setting ‘exec-path’ to automitically match shell PATH

Yes! If you are using a terminal emulator, investigate its configuration options. Among the available settings you will probably find one toggle labeled “act as a login shell”.
Maybe “The Wizard” will be able to tell us.
