I watched the video about the personal menu and added a couple of items. They are not showing up in the personal menu, although I have done the menu refresh, then tried restarting the session, then logging out and in, and then rebooting. The items were recorded, because they show up if I select and then cancel the option to delete personal menu items.

Adding something to the Personal menu should work and works here without menu refreshing or loggingout/in
Mostly if something doesn’t appear there, I made a typo or other error.

They [new items] are not showing up in the personal menu…

Cannot reproduce that behaviour using antiX-17.2-Full-32Bit-Stable (Stretch repo).
Here the items are automatically added to the Personal Menu as expected.

If you are not running live USB, perhaps it might be worth trying booting live without persistence and creating a Personal item to check if it works there.

It might be helpful to post which version of antiX and the repos you are using.
Run this command in a terminal and post the output.
          inxi -Frz

Have you made modifications to your antiX i.e. app installations, app removals, settings/configuration changes?

Thanks for the replies. In another thread, I was encouraged to just edit the Fluxbox files, and that is working fine for me.
