Protonvpn can be connected from a network manager or from openvpn using the conf file for a selected server. The official app has the advantage of automatically choosing the fastest server, but it requires systemd. Fortunately, some devuan people make a systemd-free python version: http://github.com/Rafficer/linux-cli-community
It is now required to run it in a virtual environment. I recently bumbled through the process; I hope this will save someone some time.

      # install
      sudo apt install python3-venv
      python3 -m venv /path
      /path/bin/pip3 install protonvpn-cli
      # initialize (if not already done)
      sudo /path/bin/protonvpn init
      # connect to fastest server
      sudo /path/bin/protonvpn c -f
