Screen comes up tiled even with DesktopBackgroundCenter=1

I have set DesktopBackgroundCenter to “1” in my configuration file, just as the comments in it indicate. But most times (but not always) my desktop comes up with the background tiled. The docs I’ve read say that it is important to make sure that icewmbg starts before other processes, but I don’t know where to set this, or why it isn’t set by default to do this.
