In the Mint forum one marks a solved question by going into the first post and typing: “[SOLVED]” at the front of the topic title.
Can one do something similar here?
The usage is to delete mountains of noob questions mainly. Occasionally the topic is so good that the mods turn into a permanent page.

yes one can and this is actually (usually) done, see e.g.

My guess is that not all users are that responsible/aware to actually do it.
I agree that it may create mess.
Also, not all people use the same method, prepend ‘[SOLVED]’; some append it, some use round brackets etc.
1) Do you propose that this is done actively by forum moderators?
I.e. the moderators would step in to the responsibility of the users and mark some seemingly solved topics as ‘[SOLVED]’.
What criteria should be applied to be sure that the topic should be closed/marked as solved?
Also, this could cause bad blood if the user disagrees with the evaluation by the moderator and it would put more strain on the moderators.
2) What can you do about it:
Go through the forum, private message the authors with a link to how-to-do-it included (see the link I posted).
Opinion: Perhaps, ‘Administration -> Site Help’ might be a better forum for this discussion.
