I have downloaded a few packages in order to use an encryption plugin for the XMPP app “pidgin” (the crypto plugin is “OTR”)

Of F course! I am unable to install these libraries through the command line, so I thought maybe I could use Synaptic…

which has under “File” an option to “Add Downloaded Packages”, which I pointed it to the folders containing the files. Yet Synaptic doesn’t list them when I search them.

      Is this even possible?

(I do not really want to edit makefiles and such… and one of the packages threw back a crap load of parse? errors, which makes me think the makefiles def. need to be edited… also, they came from ftp://ftp.gnupg.org/, so maybe THAT is the issue? IDK)

Type sudo apt install in the terminal, drag and drop deb or debs in to the termina window
Press enter, type in password when asked, continue install.

If that throws errors then screenshot might help potential helpers..

Synaptic is a very useful graphical frontend to system applications. Has no automagical powers.

I do not use synaptic very much hence I cannot help with that.
As @Xunzi_23, I am interested in your statement

I am unable to install these libraries through the command line

How come you are unable to install using CLI?
          A) Not sure how to?
          sudo dpkg -i <DEB file(s)>; sudo apt install --fix-broken
The second command is needed only if there were missing dependencies not handled by ‘dpkg’.
          B) Something did go wrong when installing? If
          sudo apt install --fix-broken
does not fix it, then post the output of CLI.
          C) Also, beware the DEB files for *buntu may be incompatible with Debian because different names in libraries causing unresolvable dependency issues.

Looking at GNU PG org, what did you try to install with synaptic, no deb packages are available
from that site. Just sources which will allow compilation and install i9f you know how !.

Debian Packages are available directly from repos but not the very latest as usual.

There an appimage available on the GNUPG site. Probably your best option.
I did a very brief test on antiX 23 seems OK.

            https://download.gnupg.com/files/gnupg/gnupg-desktop-2.4.0.0-x86_64.AppImage

Next time you ask for assistance please post relevant information. We lost our crystal ball at a party
