        Hi,
easiest way maybe to install a downloaded deb.package like vivaldi is to install gdebi. It’s a graphical user interface.

        sudo apt-get install gdebi

Then go to menu–>applications–>system tools–>GDebi-Package installation
In gdebi go to file–> open –> your vivaldi.deb

If vivaldi will not get installed post the error messages here, please.

          Or

echo “echo deb http://repo.vivaldi.com/stable/deb/ stable main > /etc/apt/sources.list.d/vivaldi.list” | sudo sh
          curl http://repo.vivaldi.com/stable/linux_signing_key.pub | sudo apt-key add –
          sudo apt-key adv –keyserver keyserver.ubuntu.com –recv-keys 1397BC53640DB551
          sudo apt-get update
          sudo apt-get install vivaldi-stable

            Regarding your pm
If restarting does not help to show vivaldi in the menu, you can open control-centre
            Go to maintenance–>gestion des menus

In menu manager click on Applications, then Show
A list will appear after some time, where you can chose vivaldi.
