A window manager handles decoration of taskbar, tray, window titlebars…
but does not handle content displayed within each application window.
The colors (and icons, and fonts) displayed within each individual program window are handled by a GTK (or QT, or other) theming engine.downloadable GTK themes:
3,700+ GTK2 themes
860+ GTK3 themes
(Use the lxappearance utility, pre-installed in antiX full version, to select which of your installed GTK2 themes is displayed)
note: some (but not all) GTK themesets provide GTK2 as well as GTK3 theme variants.

For a while in the past. I tricked out my personal Icewm and Fluxbox and posted my links and stuff at the old forum.
I don’t tweak things as much now. Murga forums and Tiny Core forums has a lot of useful info there also on themes for window managers.
