Xfce appears to make features related to the file manager not work properly in IceWM and Fluxbox.
In IceWM and Fluxbox, the desktop is black and wallpaper cannot be applied. File managers cannot eject, mount or unmount media.
In order to switch desktops, it has to be fully logged out and sign back in.
In the installations with Mate desktop, IceWM and Fluxbox file managers run normally and can be switched without logging out and signing back in. Wallpaper is not affected.
I tried uninstalling Thunar unsuccessfully.
Is there a way to make Xfce compatible with IceWM/Fluxbox?
Thank you.

::It could be that the combination of features with Xfce and alternative window managers have conflicts. Xfce is a desktop environment, but it does have a default window manager – it is xfwm4 – but it could be changed to metacity, kwm, icewm, fluxbox, openbox, etc. When you change any component, it’s important to make changes that do not inadvertently conflict or alter the configuration or the behavior of other related components, otherwise their behavior can change and introduce unexpected issues.
That may not be the actual cause of your problem, but it is something to be cautious about when changing working environments.

::I would check to see if thunar –desktop (might be thunar –daemon or similar) is running, and possibly xfdesktop. both of those might take over the desktop.

::Thank you.
I am not that familiar with Htop, but those two items appear to be using memory.
Attached is a screenshot of the terminal running it.
Is it possible to block them?

::they would run automatically in Xfce setups. You need to check while running your other window manager (your post indicates that xfwm4 is running).
